Lynn Butcher

Non-Voting Member

Lynn M. Butcher is a non-voting member of the Executive Board. She was appointed by a coalition of labor unions that represent DCT staff. Her term expires Jan. 1, 2029.

Butcher brings expertise in health care quality and labor relations to the Executive Board. As a quality officer in DCT's Forensic Services Division, she is responsible for managing a comprehensive Quality Assurance and Performance Improvement (QAPI)program. Among other things, in this role she:

  • Maintains strategic project portfolio to facilitate resource management and strategic fidelity
  • Consults with programs and departments to determine key performance indicators, data sources and measures and ensures monthly tracking and analysis
  • Leads multi-disciplinary teams in conducting root cause analysis to determine primary causes of systemic breakdown resulting in severe harm and appropriate corrective actions
  • Conducts patient satisfaction surveys and provides analysis of data for strategic decision making
  • Provides ongoing analysis of trends, pressure points, and organizational risk, and deeper analysis as requested by program leadership
  • Assists project teams in applying a structured approach to problem definition, analysis, strategy and implementation; provides assistance in keeping projects on track and providing resources to assist in overcoming barriers
  • Provides feedback on all policies to improve clarity and compliance

Butcher is also a member of the executive committee and board of directors for the Minnesota Association of Professional Employees (MAPE) and a contract negotiation co-chair responsible for the development and implementation of a contract negotiations strategy and plan.

Butcher hold a bachelor's degree in English from Minnesota State University, Mankato. She is Lean Six Sigma Green Belt certified, a restorative practices circle facilitator, and an Intercultural Development Inventory Qualified Administrator.
