John Dinsmore

Voting Member

John Dinsmore is a voting member of the Executive Board. He was appointed by Gov. Tim Walz as a member with experience in the delivery of behavioral health services. His term expires Jan. 1, 2029.

Dinsmore brings extensive professional experience providing and managing behavioral health programs and services at state, county and local levels as the former Interim Director of the Alcohol and Drug Abuse Division of the Minnesota Department of Human Services; the former Otter Tail County Administrator; former human services director in Otter Tail and Becker counties; and the former community services division director in Otter Tail County. He is the former president of the Minnesota Association of County Social Services Administrators.

Among other accomplishments, Dinsmore has planned, developed and implemented mental health case management programs, community support programs, family community support service programs, and children’s and adult day treatment programs. He has created or implemented housing and homeless services for mentally ill adults in a large urban setting, and has developed and managed psychosocial rehabilitation programs in a three-county area.

In the educational field, he developed and implemented an Associate of Science degree curriculum in mental health for the North Dakota University System and was the Mental Health Associate Degree Program Director at the North Dakota State College of Science in Wahpeton, ND.
