July 13, 2026 - Respondent conducted business in Minnesota as a collection agency without the required license. The Department did not prove by a preponderance of the evidence that Respondent conducted business as a debt buyer in Minnesota without the required license. Therefore, the Judge recommends that the Commissioner of the Department (Commissioner) modify the May 4, 2026 Cease and Desist Order accordingly.
