May 15, 2026 - The Department must CEASE AND DESIST from a) limiting the operation of duly licensed service providers, like Libin, without following the procedures to close or suspend a license under Minn. Stat. §§ 245A.055, .06, .07 (2024), or other applicable law, and b) listing inactive programs publicly as “inactive license.”
