March 30, 2026 - The Judge concludes that Xcel Energy has satisfied the applicable legal requirements, and, accordingly, recommends that the Commission grant a Certificate of Need, Site Permit, Route Permit, and Pipeline Routing Permit under the partial exemption pipeline route selection procedures for the Project, subject to the conditions discussed below. The Judge also recommends the Commission find the EA and hearing record address the issues identified in the October 30, 2025 Scoping Decision.
