Stat. § 14.381, subd. 1 for an Order Directing the Office of Cannabis Management from Enforcing an Unadopted Rule

February 12, 2026 - 1. The Petition is GRANTED. 2. The Office shall immediately CEASE ENFORCING the following unpromulgated rule in its Frequently Asked Questions for Hemp Businesses, Guidance Memo (GM-2025-03): “Under Minnesota Statutes, chapter 342, LPHE retailers are not permitted to ship directly to consumers.” 3. The Office shall PUBLISH THIS DECISION in the  Minnesota State Register. 4. The Office shall bear the costs of this proceeding.
