The Minnesota Pollution Control Agency (MPCA or Agency) proposes to amend its permitting rules so as to align them with recent federal Greenhouse Gases (GHG) permit thresholds. The Agency has established that it has the statutory authority to adopt the proposed rules and that the proposed rules are needed and reasonable.
