Labor and Emergency Medical Services Advisory Council

The Labor and Emergency Medical Service Providers Advisory Council gives EMS professionals a voice in shaping policies and regulations. The council offers expert advice but doesn’t create policies. Instead, it guides the Director and Deputy Director of EMS Providers at the Minnesota Office of Emergency Medical Services (OEMS) to help improve the state’s EMS system. The council follows a charter that outlines how it operates.

Purpose & Responsibilities

The council plays a key role in advising the Minnesota Office of Emergency Medical Services (OEMS). Its primary responsibilities include:

2025 Meetings and Agendas

The LEMSAC will meet four times per year. The dates for the 2025 meetings are:
  • January 30, at 10:00 a.m. Agenda
  • April 14, at 10:00 a.m. Agenda
  • August 11, at 10:00 a.m. Agenda
  • November 10, at 10:00 a.m. Agenda

Council Membership

The council includes EMS professionals from across Minnesota, representing various backgrounds:

Labor & Personnel Council MembersRegional EMS Representatives – One provider from each regional EMS system, chosen by their regional EMS board.
EMS Instructor – An EMT instructor appointed by an employee organization representing EMS providers.
Labor Representatives – Two members with experience representing EMS providers in labor organizations.
Fire-Based EMS Provider – A representative from a fire-based EMS service, appointed by the Minnesota State Fire Chiefs Association and the Minnesota Professional Fire Fighters Association.
Non-Fire EMS Provider – A provider from an EMS service that is not fire-based, appointed by the League of Minnesota Cities.

Council Operations

  • Members serve terms as outlined by Minnesota Statute 15.059 .
  • The council operates continuously to provide ongoing guidance.
  • It elects a chair and vice-chair and may appoint other officers as needed.
  • Meetings are held quarterly or as needed, following Minnesota’s open meeting laws (Chapter 13D).

By offering expert guidance, the council supports both the professionals on the front lines and the communities they serve, helping to build a stronger, more effective EMS system for years to come.
