Beginning May 14, 2025, all completed calls are subject to a 15-minute wait period before another call can be made. All calls are still free for both incarcerated people and the community. This wait time is in place to prevent people from monopolizing the phones so that everyone has opportunities to speak to their loved ones.

MCF-Oak Park Heights opened in 1982. Up to 473 people can be incarcerated here. Oak Park Heights operates at the highest custody level of any facility in the Minnesota DOC system. Most individuals housed in the facility are designated at either maximum or close custody levels.

Incarcerated individuals at any designated custody could be housed at Oak Park Heights, if they need particular levels of care. The facility has a modern medical infirmary designed to handle 24-hour care for all adult males in need of services from the Transitional Care Unit (TCU). Oak Park Heights also has a Mental Health Unit (MHU) designed to assist adult males who have severe mental health needs.

Educational programming includes Adult Basic Education (ABE), including literacy, digital literacy, and General Educational Development (GED) State Adult and High School diploma programs. Oak Park Heights is also credentialed to offer computer career programming. Inmates have the opportunity to earn certificates in Introduction to Computers and Microsoft Office Systems. The New Perspective (the incarcerated newspaper) has been in production since the late 1980's.

Oak Park Heights is the site of the consolidated canteen service, operated by MINNCOR Industries and serves all DOC facilities. Incarcerated individuals at Oak Park Heights participate in highly-structured programming, including mentorship programming, building character, lifer group, food services, restorative justice, institutional janitorial services, painters, and grounds keeping.

Administrative Control Unit
MCF-Oak Park Heights has a restricted housing unit that is operated at the highest level of security – the Administrative Control Unit (ACU). The ACU often houses individuals for disciplinary reasons but may also house some who are on Administrative Segregation. This type of restricted housing is not disciplinary in nature. Sometimes it is used during pending investigations or when continued presence in the general population could pose a particular safety concern. All visits must be scheduled in advance by calling 651-779-1400 select option 3 then select option 6 OR by using the Online Scheduling Option.

Visits are limited to one hour. 

  • Visits must be scheduled no less than 24 hours in advance and no more than 10 days in advance.
  • Visits for Complex 5 and ACU will be scheduled through visiting NOT the unit.
  • Visiting will be limited to a total of 4 visitors. 
  • All visits will be 1 hour in length. 
  • All visits will need to be prescheduled by calling the number above or the Online Scheduling Option link above.
  • Physical contact is limited to a hug and a handshake at arrival and departure.

Restrictive housing visits and all "Other Non-Contact" visits:

Non-Contact Visits for those in restrictive housing and general population individuals with restrictions are on a First Come First Serve basis for scheduled visits. All Complex 5 (CX5) restrictive housing and Administrative Control Unit (ACU) Visits must be scheduled 24 hours in advance

Directions: Take Hwy. 36 east to Osgood Ave. and turn right. The facility is about one mile on the left side of Osgood Ave.

Transportation: Transportation is available through the MTC bus service. Contact the MTC for information at 612-349-7000.
