How long does rulemaking take?

Rulemaking can take as little as 12 months to as long as 4-6 years. The length of a rulemaking proceeding depends on the level of controversy and the rulemaking procedure being used. A hearing can add about 3-4 months to a rulemaking proceeding. And some rules can take as long as 10 years.
