New Issuers on MNsure
If you are a health insurance issuer interested in offering new individual major medical or dental plans on Minnesota’s state-based marketplace (MNsure), you must contact MNsure by April 1st prior to the year you wish to participate in the exchange. You must also submit the required binder, rate, and form filings to the Departments of Commerce or Health (Commerce or MDH, respectively) and the required network adequacy filings to MDH by the specified deadlines. You must be licensed in Minnesota as a health insurance company, health maintenance organization, or nonprofit health service plan corporation to participate in the individual or small group market.

Licensing an Insurance Company
Minnesota law and rules detail the insurer licensing requirements for each product and insurance entity. You must be licensed in Minnesota as a health insurance company, health maintenance organization, or nonprofit health service plan corporation to sell a health insurance product.

Binder, Rate, and Form Filings
Individual, small group, and dental issuers must submit the required binder, rate, and form filings to Commerce or MDH by the specified deadlines. The Departments review insurance policy forms, binders, and accompanying rates to ensure Minnesota consumers receive the protections and benefits required under Minnesota and federal law.

Network Adequacy
Individual, small group and dental issuers must submit the required network adequacy filings to MDH. Provider networks are reviewed annually by MDH to verify that they meet geographic access standards and include a sufficient number and type of providers to ensure that covered services are available to all enrollees without unreasonable delay.
