Minnesota state law requires the Department of Commerce to evaluate and report the potential impacts of legislative proposals that would require health insurers to add or increase coverage for certain conditions, diseases or other health care needs. Evaluations focus on potential fiscal, economic and public health impacts of proposed legislation.

In 2023, the Minnesota Legislature directed Commerce to conduct an evaluation of the economic cost and health benefits of one existing state-required health benefit mandate annually until 2028. The 2025 evaluation focused on coverage for chiropractic services and was released in March 2025.

As part of the annual evaluation process, Commerce solicits input from health care professionals, patient advocates, health insurers and the public. Comment themes are summarized in evaluation reports submitted each year to the Minnesota Legislature, known as 62J reports.

RFI: Prohibition of Quantity Limits for Home Care Nursing

As directed by Minnesota Laws 2026, Chapter 124, Article 3, Section 11 and in accordance with Minn Stat. §62J.26, Commerce is evaluating HF4347/SF4502 for potential fiscal, economic, and public health impacts.
