In 2023, the Minnesota Legislature directed Commerce to conduct an evaluation of the economic cost and health benefits of one existing state-required health benefit mandate annually until 2028.
2025 evaluation of an existing health benefit mandate
Commerce evaluated coverage for chiropractic services, which is included in the Essential Health Benefits benchmark plan. The evaluation of coverage for chiropractic services was released in March 2025.

2024 evaluation report to the MN Legislature
Commerce evaluated Minn. Stat. § 62A.30, Subd. 4, which requires health carriers to provide health insurance coverage for breast cancer screenings using three-dimensional (3D) mammograms for individuals at risk of developing breast cancer. This health benefit mandate was enacted on January 1, 2020.
