Minnesota law requires all licensed pharmacy benefit managers (PBMs) to submit transparency reports containing aggregate and claims-level data for the prior calendar year. Commerce publishes the public data from these reports to the agency website. The public transparency report includes data on drug prices, rebates received by the PBMs from drug manufacturers, the share of these rebates retained by the PBMs, and other fees collected by the PBMs. These reports do not contain the name of the PBMs submitting them or any information that could lead to identification of a plan sponsor.
