This study explores the anticipated impact of an annual Medicare Supplement open enrollment period with guaranteed issue on the Medicare Supplement market in Minnesota. The annual open enrollment period was introduced in the 2023 Commerce Policy and Financial Omnibus Bill.
The open enrollment period is slated to begin in August 2026, after being delayed for a year. The open enrollment period will provide Medicare-eligible individuals an annual opportunity to purchase any marketed Medicare Supplement product or switch to other Medicare Supplement issuers and plans, all without being subject to medical underwriting.
