EMS Line of Duty Death Memorial - Commemorative Work Addition Request

On January 9, 2025, Adam S. Harvey, President and Founder of the Minnesota State EMS Line of Duty Death (LODD) Memorial Foundation, applied to add a new commemorative work on the Capitol grounds to honor emergency medical services (EMS) personnel who lost their lives in service. Review of the application is underway at CAAPB, following the process outlined in Minnesota Rules 2400.2703, Subpart 3.  

Description 

The memorial seeks to foster public appreciation and provides a space for reflection and remembrance for the EMS professionals who lost their lives in the line of duty. Beyond this, the addition request seeks to: (1) complete a “public service triad” on the State Capitol Mall in complementing the Peace Officers and Firefighters’ memorials; and (2) highlight Minnesota’s innovations in pre-hospital care since 1960. The application also calls for incorporating the seals of the eleven federally recognized Tribal Nations sharing borders with Minnesota into the memorial’s final design in acknowledgment of Tribal Nations’ contributions to emergency medicine across the state.

  • Latest Updates

    The CAAP Board approved a site on the Capitol Mall for the addition request on June 4, 2026. The site is on the Lower Mall between the Firefighter’s memorial and the Veterans’ Service Building. It includes the former site of the USS Ward Gun and adjacent greenspace to the north.

  • Next Steps

    The Board authorizes staff to begin the next steps in the application review process, as defined in M.R. 2400.2703, Subpart 3: (1) drafting a design framework document and (2) assembling a Design Review Group to select a design, designer, or design concept through a competitive process.  

    Design is the final stage of the application and review process. It is a multi-step process.

    March 7-May 23, 2025: CAAPB Staff analyzes the application under M. R. 2400.2703, Subpart 2 (“Conditions for Adding New Artwork”); Staff submits this report to Board and posts these findings publicly 

    March 7, 2025: CAAPB Staff finds application complete and informs applicant 

    February 19, 2025: Revised application received 

    January 16, 2025: CAAPB Staff finds submission incomplete and informs applicant of this determination
