State Rehabilitation Council

The council is created under state law and the Federal Rehabilitation Act. Members are appointed by the governor. The council guides decisions about Minnesota's Vocational Rehabilitation Services program, which serves thousands of people with severe disabilities statewide by helping them reach their vocational goals.

The council advises state government on the performance of Minnesota's vocational rehabilitation services programs, particularly on the extent, scope, and effectiveness of vocational rehabilitation services. Duties include:

  • Advise and assist in preparation of the state plan for vocational rehabilitation services
  • Review and analyze the effectiveness of, and consumer satisfaction with, vocational rehabilitation services
  • Report to the Governor and the US Department of Education on the status of vocational rehabilitation programs
  • Coordinate activities with other state councils with interest in the issues pertaining to disability and employment
  • Hold hearings and forums as necessary to carry out the duties of the council

The Minnesota State Rehabilitation Council invites your application for membership.

Who May Be Appointed?

Any Minnesotan is eligible for membership. Appointments are made by the Governor based on considerations that include personal qualifications for service and the Council’s need for statewide representation. The Council's membership must always include representation of persons with disabilities, former or current consumers of Vocational Rehabilitation Services, community rehabilitation programs, Vocational Rehabilitation Services counselors, parents, advocates, business, industry, labor, and members of traditionally under-served populations. Approximately five appointments are made annually. Appointments are made for terms of three years.

When Does the Council Meet?

The Council meets 10 times annually on the fourth Wednesday of the month, usually in the Saint Paul area, from 9 a.m. to 2 p.m.
