Economic Analysis

As the state’s economic regulator of investor-owned electric and gas utilities, the Minnesota Public Utilities Commission’s (PUC) primary goal is to review rates. The PUC is also responsible for oversight of eligible telecommunication carriers (ETCs) in Minnesota.

The PUC has additional responsibilities under state law to regulate other aspects of energy utility operations, including mandates to obtain renewable energy, and mandates to reduce greenhouse gas emissions. The economic analysis unit works on these issues; as well as, service quality and reliability standards, telecommunication, and dockets concerning special rates.
