Commissioners of the PUC
The Minnesota Public Utilities Commission is composed of five commissioners who are appointed by the Governor to serve staggered six-year terms. State law ensures a balanced and diverse commission by stipulating that no more than three commissioners may belong to the same political party. Additionally, at least one commissioner must reside outside the seven-county metropolitan area at the time of appointment.
One commissioner is designated by the Governor to serve as Chair of the PUC. The Chair provides leadership and ensures the effective functioning of the Commission.
PUC as a quasi-judicial body
The PUC functions as a quasi-judicial entity, similar to a court, in exercising its authority, powers, and responsibilities. It must remain objective in determining facts, drawing conclusions of law, making decisions and taking official actions
Decisions made by the PUC adhere to established guidelines and criteria and are legally enforceable.
