Notice of Request for Proposals for Targeted Training for Individuals with Developmental Disabilities and Families in Racial and Ethnic Communities
The Governor's Council on Developmental Disabilities (GCDD) was pleased to announce the availability of a total of $70,000 in federal funds under provisions of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) (P.L. 106-402) to provide targeted training to three cohorts in racial and ethnic communities.
Proposals were being sought from any public or private organization or any non-profit organization. The GCDD will award a single annual grant of $70,000 that may be renewed up to four additional years. Proposals must offer a training program that develops and strengthens the ability of self advocates and parents of children with developmental disabilities from culturally diverse backgrounds to serve as leaders on disability issues that are important to them in their community. Also, as a result of the trainings, more underrepresented persons will enroll in the Home and Community Based Waiver System, resulting in a reduction in disparities in accessing services. The deadline for proposals was 5:00 p.m., Central Time, Thursday, May 16, 2024.
Notice of Request for Proposals for Employment of Individuals with Developmental Disabilities
The Governor's Council on Developmental Disabilities (GCDD) was pleased to announce the availability of a total of $90,000 in federal funds under provisions of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) (P.L. 106-402) to increase opportunities and supports needed by individuals with developmental disabilities to be employed in integrated settings at or above minimum wage and benefits, and to fulfill the Council's Five Year State Plan.
Proposals were being sought from any public or private organization or any non-profit organization. The GCDD awarded a single annual grant of $90,000 that may be renewed up to four additional years. Proposals must provide innovative strategies that will align with the GCDD's overall Employment Goal and complement or supplement what can already be paid for through other sources of funds. The deadline for proposals was 5:00 p.m., Central Time, Thursday, March 14, 2024.

REQUEST FOR PROPOSALS for REPLICATION of "AMBASSADORS FOR RESPECT" – An Anti-Bullying Program to Strengthen Self-Advocacy
DETAILS: The Minnesota Department of Administration, Governor's Council on Developmental Disabilities (GCDD) is requesting proposals for the facilitation and replication of "Ambassadors For Respect" – An Anti-Bullying Program to Strengthen Self-Advocacy (A4R). The A4R program has been designed for Self Advocates or transition students with disabilities, including individuals from diverse racial and ethnic communities, to take the lead in teaching and training elementary school children about self-advocacy, and how to deal with and address bullying issues.
A total of $40,000 in federal funds is anticipated to be available to support an annual replication of the Ambassadors for Respect program. The initial contract may renew up to four additional years.

REQUEST FOR PROPOSALS (RFP) for "TREAT PEOPLE LIKE PEOPLE," a Public Awareness Campaign for the Prevention of Abuse and Neglect of People with Disabilities
DETAILS:
The selected Contractor will complete the following key tasks:
Conduct listening and discussion sessions to expand the campaign to engage diverse racial, ethnic and cultural communities currently receiving Home and Community Based Waiver Services. This process will include people with disabilities, families, waiver providers, and DHS lead agencies in both rural and metro Minnesota.
Develop a strategic plan encompassing perception and issue awareness identification, key messaging, and outreach methodology for each target group identified.
Develop and implement the campaign content, including video products, social media graphics, online and offline advertising, posters, buttons, and brochures. Impactful visuals and messaging will cohesively reach all audiences statewide.
Work is anticipated to start after February 1, 2023.

Request For Proposals (RFP) for Replication of the Partners In Policymaking® Program and All Related Activities
DETAILS: The Minnesota Department of Administration, Governor's Council on Developmental Disabilities (GCDD) is requesting proposals for the purpose of selecting a grantee to replicate the delivery of Partners in Policymaking® (Partners), a trademarked and copyrighted leadership training program designed for adults with disabilities and parents of children with developmental disabilities, and related activities.
The selected grantee will be responsible for planning, marketing, and carrying out Partners graduate workshops, and managing the logistics for all related activities. The initial contract will be in the amount of $210,000.00 and the contract may renew up to four additional years. The budgeted grant amount includes, but not limited to speaker fees, travel, hotel and accommodations for participants, facilitation and logistics fees, social media communications, external evaluations, recruitment for the future Partners classes, maintenance of the Partners database, and a graduate workshop.
Responses must be received not later than 5:00 p.m., CST, Tuesday, January 17, 2023.

Request for Proposals (RFP) for Quality Improvement
DETAILS: The Minnesota Department of Administration, Governor's Council on Developmental Disabilities (GCDD) requested proposals for the purpose of completing quality improvement on behalf of the GCDD.
The selected contractor will assist with the development of a quality improvement strategy that will be applied to all GCDD products and services including Five Year State Plan logic models for each goal, the ACL annual Program Performance Report, the GCDD's annual Work Plan, Business Results, Annual Reports, and monthly reports. The initial contract will be in the amount of $20,000.00 and the contract may renew up to four additional years. Work is anticipated to start after October 15, 2022.

Strengthening Self-Advocacy in Minnesota Through a Statewide Coordinating Effort
The Governor's Council on Developmental Disabilities (GCDD) was pleased to announce the availability of a total of $100,000 in federal funds to expand and strengthen self-advocacy in Minnesota. Proposal work plans should include details for a statewide coordinating project that develops new self-advocacy groups and supports local groups.
The grant will serve individuals with developmental disabilities through a network of cross-disability and culturally diverse coalitions. Applicants should describe how they will serve diverse populations, especially populations experiencing inequities and disparities in a culturally competent manner.

Request for Proposals (RFP) for Customer-Focused Research Studies
The Minnesota Department of Administration, Governor's Council on Developmental Disabilities (GCDD) requested proposals for the purpose of completing customer-focused research studies on behalf of the GCDD.
In order to complete customer-focused research studies on behalf of the GCDD, the GCDD sought proposals from market research firms. Responders should have been experienced in conducting quantitative studies including statewide surveys of households, qualitative and quantitative research, conducting focus groups, and conducting in depth personal interviews among professionals and consumers, including people with developmental disabilities and family members.
The selected firm will work together with the GCDD in developing appropriate survey approaches or instruments; assume responsibility for all aspects of the survey process; and prepare a comprehensive report, in presentation format, with supporting documentation.
Work is anticipated to start after October 1, 2021. Applications are closed.

Proposals must address educating and building the capacity of employers, providing person centered supports for a broad range of employment options, increasing and improving access to inclusive post secondary education and training opportunities, and raising expectations about the importance of work experiences prior to and during high school.
Funding is available for a one-year period at a time and up to five years. Continuation funding is dependent upon the availability of federal funds, satisfactory performance of the contractor(s), and any changes in the DD Act resulting from Congressional action. The deadline for proposals was Thursday July 18, 2019 at 3:00 p.m.

The Governor's Council on Developmental Disabilities (GCDD) was pleased to announce the availability of a total of $ 50,000 in federal funds under provisions of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act)(P.L. 106-402) to support the development of leadership skills in racial and ethnic communities; increase awareness and knowledge, and develop skills that will encourage participation in other leadership training programs; join with the larger disability rights movement; and fulfill the Five Year State Plan.
Proposals are being sought from any public or private organization or any non-profit organization. The GCDD will award a single grant of $ 50,000. Proposals must include personal support to participants learning about services and how to access them; beginning leadership and communication skills; and an introduction to the concepts of the Partners in Policymaking® program to adults with disabilities and parents of young children with developmental disabilities in racial and ethnic communities.

The Governor's Council on Developmental Disabilities (GCDD) was pleased to announce the availability of $210,000 in federal funds under provisions of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) (P.L. 106-402) (DD Act) for Replication of the Minnesota Partners in Policymaking® Program and All Related Activities.
Proposals were being sought from any public organization, private for profit business, or private non-profit organization that has 501(c)(3) tax-exempt status. The GCDD will make a single award of $210,000 to replicate the eight-month Partners leadership training program and carry out all related activities. Funding was available for a five year time period but one-year at a time. Continuation funding was dependent upon the availability of federal funds, satisfactory performance of the contractor, and any changes in the Developmental Disabilities Assistance and Bill of Rights Act (DD Act) resulting from Congressional action.

Request for Proposal (RFP) – Employment of Individuals with Developmental Disabilities: The Governor's Council on Developmental Disabilities (GCDD) was pleased to announce the availability of funds for the Employment of Individuals with Developmental Disabilities to meet the Employment Goal and Objectives in the GCDD's Five Year State Plan for FFYs 2012-2016.

Two awards will be made to two separate organizations that can demonstrate cultural competency related to a single racial/ethnic minority community. Conferences should focus on providing best practices information in the field of developmental disabilities and leadership skills training. The primary audience for these conferences must be people with developmental disabilities and their families. Conferences must be held no later than September 1, 2012. Eligible applicants were Minnesota associations/organizations that provide services to individuals with developmental disabilities and their families, advocates, providers, or professionals; Minnesota chapters of national organizations; or national organizations that are holding a conference in Minnesota.
