The Chief Administrative Law Judge issued the report on the Board's proposed rules. The rules were approved, with the exception of three areas. These exceptions are identified in the report as: 

• Finding # 90 – Judge's Report,  page 22 (discussion begins with Finding #78 on page 19)
• Finding # 113 – Judge's Report,  page 28  (discussion begins with Finding # 95 on page 23)
• Finding #129 – Judge's Report, page 32 (discussion begins with Finding # 120 on page 31)

The Board will address the report at a future Board meeting. The rules may not be implemented until the Board acts on the Judge's report, completes additional administrative requirements in the Minnesota Administrative Procedures Act, and publishes the rules.  Implementation is not expected until the spring of 2023.​
