Overview for Consumers

During October 2025, the Office of Cannabis Management (OCM) is accepting license applications from businesses seeking to sell, manufacture and wholesale lower-potency hemp edibles (LPHE). Before these licenses were available, businesses were able to register with OCM to sell hemp-derived cannabinoid products to people 21 and older. 

These products, sold as edible products or beverages, can contain no more than 0.3% of hemp-derived THC, the ingredient that produces intoxicating effects. 

By law, products containing THC may contain up to 5 mg of THC per serving and have a maximum of 50 mg of THC per package. Beverages can have up to a maximum of 10 mg of THC per container. 

Some products in the marketplace may have hundreds of milligrams of THC in different forms. These products are illegal and should be avoided because if consumed may lead to severe health effects.
