Roberta Opheim: Well, during the course of the investigation, we pulled initially five files. Then, based on those five files and the Health Department's report, we decided we had to review every file of every person that was in the facility at that point in time. And in reviewing that, we found that 75 percent of the individuals had been restrained at one time or another and that many of those individuals had been restrained multiple times.
We talked to family members. We talked to guardians. We reviewed the literature. We interviewed experts in the field on best practice standards. We talked with the Disability Law Center. We worked closely with the Arc advocate that was assigned to provide Arc advocacy in that program, the Governor's Council, and any number of individuals to ensure that there wasn't some clinical aspect to this that we were mistaken or was new and emerging.
