Minnesota DOC Expands Electronic Visiting Application System to All Adult Facilities

The Minnesota Department of Corrections (DOC) is pleased to announce that an electronic visiting application system will be implemented beginning Monday, August 4, 2025. The new system replaces one in which visitors were required to submit their applications using the U.S. postal service. This modernization streamlines the visitor application process for all adult correctional facilities.

Originally launched as a pilot project in December 2024 at MCF-Rush City, the innovation demonstrated success in reducing application wait times and eliminating postage costs for applicants. Following its initial success, the program expanded in May 2025 to include facilities in Willow River, Moose Lake, Stillwater, Shakopee, and Togo.

Beginning August 4, the electronic application system will be available for all adult facilities across Minnesota.

In conjunction with the expansion, the DOC will no longer accept paper visiting applications starting Monday, August 11, 2025. Paper applications received before this date will be processed as usual. Any paper applications received on or after August 11 will be returned to the sender with instructions to apply online.

Key Information for Applicants:

  • The electronic application will be accessible starting August 4 on the DOC’s public website under Visiting Information and on each facility’s individual webpage.
  • Applications are available in English and Spanish.
  • Applicants who have already submitted paper applications will still be processed in the order received.
  • Two-year renewal applications must now be submitted electronically.
  • Applicants will receive email notifications when their application is received, approved, or denied.
  • Incarcerated individuals will be notified of any updates to their approved visitor list.
  • All required fields must be completed, and applicants can upload necessary documents directly through the application.
  • For those without access to technology or who need assistance, DOC staff are available by calling (320) 358-0466 for help to complete the electronic application.

“Moving to electronic processing for visiting applications is more than just a technology upgrade, it’s also a demonstration of the DOC’s commitment to a more accessible and responsive corrections system,” said Paul Schnell, Commissioner of the Minnesota DOC. “We know that staying connected to loved ones is vital to rehabilitation and positive outcomes. This innovation helps make those crucial relationships stronger.”  

“This expansion reflects our commitment to improving access, efficiency, and communication for families and friends of incarcerated individuals,” said Crystal Brakke, Deputy Commissioner of the Minnesota DOC. “The DOC believes in the importance of maintaining connections between incarcerated people and their families, and streamlining the application process is another step toward strong ties with loved ones and the community,” she added.

Electronic visiting applications will become available for juveniles at MCF-Red Wing later this year.
