October 9, 2018. The Capitol Rice Commercial Vitality Zone Strategy is the result of six months of community and stakeholder engagement. This report was submitted to the City of Saint Paul in October 2018. Although it awaits official acceptance (the document is still marked as draft), distribution of Commercial Vitality Zone funds began in January 2019 based on the findings in this report. This community planning process and outcomes directly influenced policy of the 2040 Comprehensive Plan (see Chapter 7A and the Capitol Rice Development Framework).
