A certificate of recognition, signed by Governor Tim Pawlenty, was presented to Council Chair Shamus O'Meara by Minnesota Department of Administration Commissioner Dana Badgerow at the October 4th, 2006 Council meeting. The text of the award is reproduced below:

This certificate is presented to Shamus O'Meara in recognition of your hard work and dedication to the State of Minnesota, including your service to the Minnesota Governor's Council on Developmental Disability. You are an exemplary citizen, outstanding leader, and gracious volunteer. Your selfless dedication to helping others serves as an inspiration to many. Therefore, with the appreciation and respect of the people of Minnesota, this certificate is presented to:

Shamus O 'Meara

WHEREAS: The Minnesota Governor's Council on Developmental Disabilities will celebrate its 35th Anniversary in October 2006; and

WHEREAS: Shamus O'Meara has served as an outstanding leader since his appointment as Chair of the Minnesota Governor's Council on Developmental Disabilities; and

WHEREAS: Shamus O'Meara is committed to the highest ideals of citizenship as an attorney, parent and exemplary volunteer; and

WHEREAS: Shamus O'Meara has given hundreds of hours of his time promoting employment opportunities for people with developmental disabilities; and

WHEREAS:  Shamus O'Meara has engaged public and private officials at the local, state and federal levels to seek broad-based support for employment in what is referred to as 'The Shamus Strategy;' and

WHEREAS: The Shamus Strategy means a world in which public and private employers would naturally employ people with developmental disabilities with regular pay and benefits to work in integrated settings utilizing the latest in technological advances, doing meaningful work in which abilities are assets; and

WHEREAS: A total of 100 individuals with developmental disabilities have had the opportunity to be employed in the field of digital document imaging;

NOW, THEREFORE:  I, Tim Pawlenty, Governor of Minnesota, do hereby recognize Shamus O'Meara for his tireless dedication as an advocate for and supporter of people with developmental disabilities and the full employment of people with developmental disabilities.
