Shamus O'Meara: The Department of Human Services, which is the named state agency that is involved in the lawsuit, has agreed to fund and train its staff in the appropriate use of positive behavioral treatment and reinforcement and techniques that address emergency situations. And I think that's really an important thing. Without training, none of this stuff is worth the paper it's written on. … And I think training is already in place in several different areas within the Department of Human Services, and I think that's really important. That's a recognition, I believe, that the State of Minnesota takes these issues seriously, takes the settlement agreement seriously, and it tends to move forward in a positive way by the use of this training.
