The METO Settlement

Pamela Hoopes: Discharge Planning

Pamela Hoopes: Another area of focus is the requirement that people who are in METO from the get-go, there has to be a focus on discharge planning. That was something that was very concerning when we were investigating the facility, and led to many people living there for years simply because the focus was not on stabilization and return to the community, but it was much more of what we think of as an institutional mindset. Once the person is in, the focus was too much on creating a static situation within the institutional type setting. The Injunctive Relief requires upfront discharge planning from the minute the person ends up entering METO, so that's extremely encouraging.

The GCDD is funded under the provisions of P.L. 106-402. The federal law also provides funding to the Minnesota Disability Law Center, the state Protection and Advocacy System, and to the Institute on Community Integration, the state University Center for Excellence. The Minnesota network of programs works to increase the IPSII of people with developmental disabilities and families into community life.
