Getting financial assistance from the Petrofund comes in the form of reimbursement for incurred costs.
The fund reimburses eligible applicants up to 90 percent of "reasonable and necessary" costs they incur in responding to a petroleum tank leak. The fund has published maximum cost guidelines to assist applicants in determining which costs qualify as reasonable, and the Minnesota Pollution Control Angency determines what work is necessary to protect public health, welfare and the environment. The maximum amount of reimbursement is $2 million per tank leak.

Responsible parties: Owners or operators of underground or above ground petroleum storage tanks where a release has occurred.
Volunteers: Those who do not qualify as a Responsible Person, but who hold legal or equitable title to the property where a petroleum tank release occurred.
Other persons: Those who do not qualify as a responsible party or volunteer, but who took corrective action at the request or order of the Minnesota Pollution Control Agency.
