Fiscal and Budget Analyst

This position is located in St. Paul, Minnesota. This position has a flexible work arrangement that may allow for telework or a mixture of working in our office and telework; however, this may change in the future with notice.

Job Summary: The Fiscal and Budget Analyst exists to manage and oversee fiscal and budget planning and analyses, tracking, forecasting strategies and reporting to ensure strategic administration and oversight of state funding and statewide operations for all programs within the Deaf, DeafBlind and Hard of Hearing State Services Division (State Services). Responsibilities include:

  • Provide support and technical expertise to manage division operational budgets, technical assistance to all programs within the division on operational policies and procedures.
  • Represent State Services on cross-administration teams and special projects.
  • Provide project management, coordination, lead work, provide direction, technical assistance, education and consultation to partners on budget, contracts, grants, and projects.
  • Works with Support to program areas within the State Services include MN Access to Communication Technology (MN ACT), Central Operations, Mental Health Program and Regional Services.

Minimum Qualifications

  • 1 year professional experience with budgets, policy development and grants and/or contracts
  • OR 3 years advanced technical or paraprofessional experience
  • OR Bachelor’s degree in Public Policy, Human Services, Public Administration or related field and 2 years of advanced technical or paraprofessional experience
  • OR Master’s degree in Public Policy, Human Services, Public Administration or related field

Preferred Qualifications

  • Thorough understanding of DHS, ADSA and State Services.
  • Use of internal budget systems, including SWIFT.
  • Working knowledge of state and local service delivery systems and funding for people who are deaf, deafblind, hard of hearing or late deafened, including families and public/private service providers.
  • Understand and use a variety of computer systems within DHS including, but not limited to SWIFT, SEMA4, Filenet, Optima database systems, Internet, and Microsoft Word, Excel, OneNote, Outlook and Sharepoint. 
  • Understand and address computer-based technical network operations and ability to problem-solve and assist in decision making regarding improved technical systems within the division.
  • Variety of experiences working effectively with others from different backgrounds and/or cultures.
