About community-based grants

Our grant partners provide specialized services to meet the needs of Minnesotans who are deaf, deafblind or have hearing loss. Few providers have the unique skills needed to provide the culturally affirmative and linguistically accessible services required by the populations we serve. To support and sustain the providers, we work closely with our grantees. We appreciate all our grantees do to support Minnesotans who are deaf, deafblind, and hard of hearing.

Grant contracts are effective for two years with the possible extension of additional year(s), up to five years. Funding extensions are based on satisfactory performance by grantee(s).

Real-time TV captioning of live local news programming

About the grant 

Deaf, Deafblind and Hard of Hearing State Services is seeking proposals from Minnesota TV news broadcasters to provide real-time captioning of live local news programming. Real-time captioning makes programming accessible to people in Minnesota who are deaf, deafblind, and hard of hearing. 

The goals of this project are to: 

  1. Provide real-time closed captioning of live local news programming. 
  2. Promote availability of real-time closed captioned news broadcasts. 
  3. Solicit feedback from viewers who are deaf, deafblind, and hard of hearing for improvement of captioning services. 
  4. Maintain quality real-time closed captioning services.

Grant details 

Grant period: July 1, 2026 through June 30, 2028
Grant amount: $263,000 per fiscal year 

Who can apply? 

Submit a proposal if you are a qualified television station in Minnesota and able to accomplish the deliverables outlined in the request for proposals (RFP). See Introduction and Scope of Work sections of the RFP for this information.

When are proposals due? 

Proposals are due by 4 p.m. on Monday, March 9, 2026. Late proposals will not be considered.
