Teacher Licensure, License Renewal, and Other Legislative Requirements (R4863)

The Professional Educator Licensing and Standards Board is considering a number of possible rule changes. These possible changes include:

  • implementing legislative changes that expand the exemption from a bachelor's degree requirement for licensure to include teachers seeking licensure in world language & culture, and the visual or performing arts;
  • Adopting required components to the renewal requirement specific to American Indian history and culture;
  • Streamlining certain components of the licensure via portfolio process; and,
  • Defining "meaningful progress," for the purpose of determining whether a teacher on a Tier 2 license can renew.
  • Early Childhood Education, Ethnic Studies, and Computer Science licensure.

Notice of Intent to Adopt Rules released Summer 2025

Final adoption of rules:

  • No hearing
  • With a hearing


Approximately 3 months after Notice of Intent to Adopt rules is released
Approximately 6 months after Notice of Intent to Adopt Rules is released

Proposed effective date
July 1, 2026
