PELSB’s online reports provide data on all licensed educators (teachers, administrators, related services and non-instructional personnel), related to tier level, licensure area, district, region, and other demographic information. This data comes from two primary sources: license applications and Staff Automated Reporting (STAR). Navigating PELSB's Data Reports

BA File Folder Number: The File Folder Number (FFN) is a six or seven-digit number assigned by PELSB upon application for licensure and used as a unique identifier. All staff who hold a license or permission will have an FFN. The existence of an FFN does not guarantee a license has been processed and approved.
Licensure Area & Description: This code identifies the specific licensure area, or field, an educator is licensed in. Please see the STAR licensure assignment table for a list of current licenses.
Licensure Scope & Description: This code identifies the type of license or permission held, such as Tier 1, Tier 2, Tier 3, Tier 4, short-call substitute, out-of-field permission, and innovative program permission. It also includes historical licenses, such as provisional, half-time teaching, under supervision only, non-renewal, professional, administrative, and full-time teaching.
Permission: PELSB issues two types of permissions, Innovative Program Permissions (IPP) and Out-of-Field Permissions (OFP), to licensed educators. An IPP authorizes a licensed Tier 3 or Tier 4 teacher (except for related services providers) to teach multiple fields within an established innovative program. An OFP authorizes a teacher holding a Tier 2, 3, or 4 license (except for related services providers) to teach in a field not aligned with the license held.
License Current: This an indication of the most recent picture of a license. In PELSB’s online database, each time a license goes through a change, a new record for that license is created. The most recent copy of a record is the one with License Current = ‘Y’. To find all currently active, unexpired licenses, a record will have License Current = ‘Y’ and an expiration date in the future. There will be records that have License Current =’N’ and expiration date in the future, these records shouldn’t be counted as that copy of the record is an older copy. There will be records with License Current = ‘Y’ and an expiration date in the past, these are records where the individual hasn’t renewed their license.
License Type: This code differentiates between standard, vocational, and limited licenses. This category applies primarily to licenses held before the tiered licensure system was instituted. However, some vocational licenses still exist under tiered licensure as legacy licenses.
Original Date: This is the first time a license was issued to an individual in a specific field, not the individual’s first initial license (the first license they ever received in any field).
Issue Date: This is the most recent date a license in a specific licensure area has been issued. An educator may have different issue dates for different licensure area. Note: Prior to fall 2018, “IssueDate” was the same as “OriginalDate.” However, when PELSB started using the new Educator’s Online system “IssueDate” became the same as “RenewalDate.”
Renewal Date: This is the date a license in a specific field was renewed. An educator may have different renewal dates for licenses in different licensure areas. Renewal date also includes changes in tier, such as when an educator moves from a Tier 2 to a Tier 3 license.
“12/31/9999”: This date is may appear in original date, issue date, renewal date, or birth date data. This date signifies a missing in entry.
License Expiration and “6/30/9999”: This date identifies the date a license in a specific licensure area expires. Licenses that were issued as “life licenses” prior to the tiered licensure system will appear with an expiration year of “6/30/9999.” Currently, the only life license PELSB issues is for substitute teaching.
Gender: PELSB recognizes that gender is not binary and continues to work on better terminology choices for gender identification. As of 2019, PELSB has added the option of “U,” or “undeclared,” for individuals who do not identify as female or male. However, PELSB continues to work on additional categories that reflect gender diversity.
Race/Ethnicity: PELSB currently uses federal definitions of race and ethnicity. This data is collected annually by employing districts in the Staff Automated Report (STAR). License applicants may also identify their race and/or ethnicity on their application. If this information is provided, it overrides the race/ethnicity data provided from the district in PELSB’s data tables. PELSB uses the following categories for race/ethnicity:
- American Indiana/Alaskan Native: the federal definition includes persons having origins in any of the original peoples of Central, North, or South American and who maintains cultural identification through tribal affiliation or community recognition.
- Asian: the federal definition includes persons having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent (including, but not limited to, Asian Indian, Burmese, Chinese, Filipino, Hmong, Karen, Korean, Vietnamese, etc.).
- Black: the federal definition includes persons having origins in any of the black racial groups of Africa (including, but not limited to, African-American, Ethiopian, Oromo, Liberian, Nigerian, Somali, etc.)
- Hawaiian/Pacific Islander: the federal definition includes persons having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands.
- Hispanic/Latinx: the federal definition includes persons of Mexican, Puerto Rican, Cuban, Central or South American or other Spanish culture or origin, regardless of race. Note: If a person identifies as Hispanic/Latinx, they are not counted in any other race/ethnicity categories.
- Multiracial: a person who identifies belonging to more than one racial/ethnic group. Note: Individuals who select multiple racial/ethnic categories are counted as “multiracial” only in data reports.
- Undeclared: no information provided.
- White: the federal definition includes persons having origins in any of the original peoples of Europe, the Middle East, or North Africa.
Note: There is a noticeable change in the number of teachers of color and Indigenous teachers reported for the 2019-2020 school year. This is largely due to changes in reporting. This school year represents the first time an educator could be reported as belonging to multiple races and/or ethnicities in accordance with federal racial/ethnic categories. This change has increased the total number of teachers of color identified in the state.
Recommending Institution: The approved provider that recommended the applicant for licensure. This data was first collected in the summer of 2008.
Program type: Indicates whether the program a licensee completed is a conventional program (00) or a non-conventional programs (01). Blank entries signify a record from before this data was collected. PELSB no longer uses these categories, but they may appear in historical data.
Employment District: The district that employees an educator. Employment District and Assignment District are often the same. However, this may not be the case, for example, when a teacher is employed by an educational co-op but assigned to a school district.
Assignment District: The district in which an educator is working. Employment District and Assignment District are often the same. However, this may not be the case, for example, when a teacher is employed by an educational co-op but assigned to a school district.
Employment Code & Status: This code identifies the current employment status of licensed staff. Before the 2018-2019 school year, the Inactive or Leave of Absence code will appear under Employment Code/Status. However, when PELSB transition to a new STAR system, this code changed. For data reported in the 2019-2020 school year and beyond, these codes will appear under Termination Code/Status. Due to the transition, there is no termination code/status listed in 2018-2019 data.
Employment Status Code Description of code 00 Default value used for staff returning from the previous year. 01 Newly Licensed staff who is a Minnesota graduate or is being reported for the first time since receiving a Minnesota license. 02 Staff returning after a break in service, was not reported the previous submission, or was in a non-licensed position the previous submission. Years of experience must be reported. 03 Transferred from another public Minnesota school and was reported on the previous submission. 04 Transferred from a school in another state, country, or a non-public school and was not reported on the previous submission. Years of experience must be reported. 05 Newly licensed staff that is an out-of-state or out-of-country graduate and reported in STAR for the first time in a licensed position. 06 Long-Term Substitute is a licensed individual filling a position for more than 15 consecutive school days and/or acting as Teacher of Record (as defined in Minnesota Administrative Rules 8710.0310 subpart 1.N).
Use this identification only if the person is considered an employee of the district. If a long- term substitute is considered a contractor, not an employee, you will report only an assignment record, not an employment record.
Termination Code & Status: This code identifies why an individual became inactive since the prior STAR submission. Termination codes 21-29 are used for employees who are still contracted, but are not currently working. Before the 2018-2019 school year, the Inactive or Leave of Absence code will appear under Employment Code/Status. However, when PELSB transition to a new STAR system, this code changed. For data reported in the 2019-2020 school year and beyond, these codes will appear under Termination Code/Status. This includes instructional and non-instructional areas. Please see the STAR assignment licensure table for a list of current assignments. STAR assignments can be updated, added, or retired each year. If an assignment cannot be found on the current Assignment Licensure Table email star.pelsb@state.mn.us.Contract Salary: This is reported by districts as a whole number that reflects only salary contracted for a specific assignment. It does not include incentives, overloads, benefits, or salary for extracurricular activities. Please note, the “Licensed Average Salary by District” report includes the average salary based on the assignment category FTEs.Contract Days: Three-digit number representing the total number of days contracted to report to work. A “000” code signifies the educator was reported as inactive, transferred, or terminated.Education Level: This code identifies the highest level of education reported by a district in the STAR report. I Interactive Television (ITV) – Reported by the district receiving the services from another district via ITV. Report only if the ITV instruction is being received in your district and the teacher is not an employee of your district. ITV classes offered as a PSEO do not need to be reported. L Online Learning – Report code L for online learning assignments. This should be reported by the district receiving the online services, regardless of employment status. This designation will calculate the same as an X for purposes of the FTE. Refer to pages 57-58 for guidelines on how to report online assignments. Online college classes (available to all college students) completed by students during a study hall do not need to be reported. Instead, these should be reported as either a study hall or a facilitating of computer programs. M Immersion Programs – Report code M for language immersion teaching programs. This code allows for reporting immersion programs at the secondary level or for elementary specialists. Even when you use the elementary immersion code, please use the mode of teaching M. N Independent Study – Report code N when a teacher has time set aside specifically for independent study students. If independent study students work with the teacher within another class or outside of the student’s academic day, do not report. P Innovative or Experimental Programs – Report code P when a person is working on an Innovative Program Permission (IPP) within either a project based learning program, innovative program, experimental program, alternative education setting, or any program using an IPP. This code allows districts to use the assignment code for the course and not requiring assignment codes specific to IPPs. S Special Education Multidisciplinary Team – Report code S when a special education teacher is a member of a formal Special Education Multi-Disability Team whose members work together to serve a group of students among whom a variety of disabilities are represented. This will assist in avoiding incorrect violation issues. T Team Teaching – Report code T when the teacher is one of two or more teachers teaching at the same time, in the same classroom, presenting the same curriculum to the same group of students. Report the teacher only with the assignment code that is appropriate for their license. X Extra Assignment – Report code X for overload assignments or assignments that are in addition to those that already calculate to 1.0 FTE. An individual cannot have an FTE greater than 1.05 (in one district or combined districts) unless one or more of the assignments are reported with an X in Mode of Teaching. -

The top right-hand corner of the file lists the corresponding school year. The rest of the file includes the following data organized by school, with a total line for each public school district and a statewide total line at the bottom of the Excel sheet.- Location data: the school’s county and economic development region.
- Total FTE for administrators in that specific school or district
- The FTE for administrators disaggregated by gender where “undeclared” signifies no gender was identified.
- The FTE for administrators disaggregated by gender and race. “Undeclared” signifies no race or ethnicity was identified.
- New administration: the number of new administrators to a school and/or district during the identified school year.
- Years of experience: this includes an average of the years of experience for administrators in a specific school or district, as well as years of experience disaggregated by 5 year ranges.
- Education: this identifies the number of administrators with a BA, MA, or PhD. This information is based on the highest degree obtained by the administrator, not each degree they hold.
- Age: this includes the average age of administrators in a specific school or district, as well as the number of administrators in specific age ranges.

This file provides an average salary for superintendents, high school principals, middle school principals, elementary principals, and teachers for each district based on the FTE assigned to each category. It also includes each district’s county and economic development region information, as well as that district’s corresponding service cooperative. There is a statewide average at the end of the Excel file.Staff Data: Staff Assignment
This file provides data on each educator’s assignment in a public school district or charter school. The data is organized by the educator’s file folder number and includes the following:- The school and/or district in which they worked on an assignment
- The assignment area and grade level
- The number of modules (and minutes per module) for the assignment
- The FTE for the assignment
- Certification: whether the educator was appropriately licensed for their assignment
- The address, economic development region, and corresponding service cooperative for the district in which the educator was on assignment.
Staff Data: Staff Employment
This file includes data on each educator’s employment status in a particular public school district or charter school. The data is organized by the educator’s file folder number and includes the following:- The district of employment
- Demographics: the educator’s gender, race/ethnicity, and birth year
- The educator’s employment status in that district (new, returning, on-leave)
- The educator’s termination status
- The educator’s contract salary and number of weeks working
- Whether the educator was on an assignment outside of their employing district
- Whether the employment was full or part time and the number of contract days
- The educator’s years of experience as a superintendent, principal, teacher, and/or other position
- The employing district’s economic development region and corresponding service cooperative

This file provides data on individual educators’ license areas and work assignments. The data includes the following:- The educator’s file folder number
- The type of license held
- The pupil/grade level for the corresponding license
- License scope code and description (includes tiered and non-tiered licenses)

- The educator’s work assignment during the selected school year
- The expiration date for this license
- The original date this license was issued to the educator

Historical Data
License Data Reports for 2006-2007 through 2016-2017 school years list the number of standard, vocational, and limited licenses held in each licensure area that year. These files also include a statewide total of licenses held.Permissions Data for 2006-2007 through 2013-2014 school years provides two data sets on permissions.Permissions Granted by Subject Area lists the number and type of permission (variance, appeal variance, discretionary variance, waiver, temporary limited license, non-licensed community expert, or non-renewable license) held in each licensure area that year. Notes:- Currently, Tier 1 and Tier 2 licenses are issued to work in a specific public school district or charter school. As such, data related to these licenses is collected and identified above in two ways. “Tier 1 Licenses” and “Tier 2 Licenses” reflect the number of licenses issued between 07/01/2019 and 06/30/2020. “Tier 1 Permissions” and “Tier 2 Permissions” reflect the number of licenses issued for use in a specific public school district or charter school during the 2019-2020 school year. There are rare instances when a license would not be counted in both categories, such as if a license was issued before July 1, 2019 for use during the 2019-2020 school year.
- While the data in this file counts individuals who held a specific license during the 2019-2020 school year, disaggregated by race/ethnicity and sex, there are instances when such an individual may be counted twice. For example, if an individual holds a Tier 4 license and an Out-of-Field Permission, they will be counted in both categories.

Licensing applications supply data on an educator’s license type, scope, and licensure area, as well as each educator’s demographic and contact information. This data is housed and processed in a number of ways. Historically, this data was processed using paper applications and stored on microfiche. During the 1980s, licensing data moved from being stored on microfiche to a new system called ClearPath. More recently, PELSB has begun the transition from ClearPath to a new online system, Educator’s Online. While each of these transitions has helped streamline the licensing process, it has had some minor, unintended consequences for historical data. These issues are noted in the Key Terms section.
The STAR report provides educator assignment and employment data as reported by each school district. Data from STAR is currently collected on an annual basis in the late fall or early winter. Previous to 2017, STAR data was collected two times a year, once in the fall and once in the spring. This data is reported by district staff, verified by PELSB staff, and then uploaded into PELSB’s database.
