Every two years, PELSB releases information regarding the teacher workforce. Using licensure, assignment, and permission data, as well as surveys of Minnesota school districts, and teacher preparation providers, this report seeks to address the supply and demand of teachers, including across different economic development regions, licensure areas, district types, or race/ethnicity of teachers.

The Tiered License and Permissions report summarizes licensure and permission data from teachers actively working in a classroom or holding an unexpired license at the end of the (2022-2023) academic year.

Every two years, PELSB releases a summary of board activities, including information regarding previous and current board members, disbursements of board funds, and rulemaking projects. An accessible version of this report will be made available soon.

This report utilizes licensure and employment data collected from Minnesota public school districts, including charter schools, through the Staff Automated Report (STAR) annually. The STAR system is used as a tool for collecting data on licensed (instructional and non-instructional teachers, related service providers, and administrators) and non-licensed staff that are employed and/or providing services to the reporting district or charter school.

The Data Summary Report, released annually, shares data on teacher candidates enrolling and completing licensure programs from Minnesota approved teacher preparation providers. Providers submit data related to candidates who have been enrolled, completed student-teaching and have been granted a Tier 3 or Tier 4 license, then hired to teach full-time aligned to their licensure area. Additionally, data related to candidate satisfaction is included in the report. Data is disaggregated by race and much of it is reported in 3-year aggregates, as to maintain the privacy of individual candidates.

MNSPIRE, published in 2022, was the first comprehensive survey of licensed teachers in Minnesota, measuring preparation and retention, aiming to develop a better understanding of how various aspects of the teacher career impact teacher retention and attrition.
