Resolution to support districts in navigating the teacher shortage by suspending enforcement of posting for first time out-of-field permission (OFP) requests, not counting 2022-2023 OFPs against a teacher's lifetime total of 5 OFPs, and grants more flexibility for the hiring of teachers with lifetime substitute teaching licenses.
