Individuals who have completed a teacher preparation program in Minnesota can apply for a Tier 3 or Tier 4 license.

Testing is no longer required for individuals who complete a teacher preparation program in Minnesota.
All applicants seeking Tier 3 or Tier 4 licensure will work with the certifying officer at their teacher preparation program to apply for a license. Each preparation program's application procedures are slightly different, so it's best to follow the directions given to you by the certifying officer.
First Time Applicants: If you have not previously applied for licensure with PELSB, please use the Initial Licensure System to begin the process. You will need to be fingerprinted as part of your initial licensure application. Work with the certifying officer at your preparation program to ensure all materials in the application are completed.
Additional Licensure Applicants: Teachers who have a file folder number with PELSB and are looking to add or change their license must apply using a paper application. In most circumstances, teachers applying for an additional license do not need to provide materials they have already submitted to PELSB (e.g. fingerprint card and transcripts.) Work with the certifying officer at your preparation program to ensure all materials in the application are completed.
