Apply for an Additional License

Teachers who have a file folder number with PELSB and are looking to add or change their license must apply using a paper application. In most circumstances, teachers applying for an additional license do not need to provide materials they have already submitted to PELSB (e.g. fingerprint card and transcripts).

If you have not previously applied for licensure with PELSB, please use the Initial Licensure System to begin the process. If you are looking to renew your current license, please use the Online Renewal System.

Tier 3 & Tier 4

Tier 3 and Tier 4 licenses are full professional teaching licenses in Minnesota.

Tier 1 & Tier 2

To qualify for either a Tier 1 or Tier 2 license, a teacher must have a job offer with a Minnesota public or charter school prior to applying for licensure.

Applicants seeking a Tier 2 license in a related service field (School Counselor, School Psychologist, or Speech-Language Pathologist), should use the Tier 2 Related Services application below. Bachelor's Exemptions

Teachers seeking licensure in Career and Technical Education (CTE), Career Pathways, Visual or Performing Arts, or World Languages may qualify for a license without a bachelor's degree. More information about bachelor's exemptions can be found on the Licensure FAQ.

The BA Exemption applications found here are for teachers seeking a Tier 1 or Tier 2 license. Teachers seeking a Tier 3 or Tier 4 license should use the Tier 3 or Tier 4 application.

- Administrative Licensure: PELSB processes administrative licensure applications on behalf of the Board of School Administrators (BOSA). More information on administrative licensure can be found on BOSA's website.

- Voluntary Surrender: Teachers looking to permanently remove one or more of the licensure fields can do so by submitting a voluntary surrender application. Applications received by December 31 will have their licensure area removed the following July 1.
