As part of the Summer 2016 Energy Internship Program sponsored by the National Association of Regulatory Utility Commissioners (NARUC), the Minnesota Public Utilities Commission (MPUC) is seeking a graduate student interested in the energy or utility sector for a full-time, 10-week internship. The selected intern will work at MPUC’s office, located in St Paul, Minnesota.

The intern will receive a stipend from NARUC while working for MPUC in various areas of energy regulation. NARUC will provide a stipend of $5,000 payable directly to the intern in two installments for a 10 week internship. At the end of the internship, the intern will be required to complete a NARUC evaluation form and a short report detailing work activities and accomplishments.

The intern will have the opportunity to work on regulatory, technical, economic, and policy matters with the Economic Analysis Unit at MPUC and learn firsthand the process of taking cutting edge energy policy and applying it to utility practices. In 2013, Minnesota passed a Solar Energy Standard, requiring investor-owned utilities to procure 1.5% of their energy from solar generation; also passed were expansions to the state’s distributed generation (DG) requirements.

The Energy Intern’s main projects will include:

1) Reviewing distributed generation reports filed with the Commission, compiling the information in those reports, analyzing the reports for trends, and in coordination with senior staff presenting those findings to the Commissioners. The intern will also research other state commission developments on DG.

2) Participating in research related to the cost of solar resources over time and across states in resource planning proceedings.

3) Attending MPUC agenda meetings, reviewing customer complaints related to distributed generation or solar issues, and participating in stakeholder meetings.

Requirements:

• To be eligible, the intern must be, as of May 2, 2016, either (1) enrolled in a masters/graduate level program of an accredited college or university, or (2) graduated from an accredited college or university within the past 12 months.

• The intern must work full-time (40 hours/week) for 10 weeks. The exact start and end dates of the internship and daily work schedule are anticipated to be June through August and can be negotiated with the intern’s supervisor.
