A charge claiming that any party has engaged in or is engaging in an unfair labor practice may be filed by an employee, employer, employee or employer organization, exclusive representative, or any other person or organization aggrieved by an unfair labor practice as defined in Minn. Stat.179.11, 179.12, or 179A.13.
The charge must be filed in writing. Download Charge Form. After completing the charge form, be sure to sign and date the charge. The charge may be filed by mail, in person at the Board’s office (PERB, 1380 Energy Lane, Suite #1, St. Paul, MN 55108-5253), or electronically (perb@state.mn.us).
Upon receipt of a charge filed with the Board, the Board will review the charge for timeliness and completeness as to form and substance. If necessary, the party filing the charge may be asked to delete information from the charge that is confidential or privileged from disclosure.
