Marlin Osthus
Marlin Osthus has served as the Public/Neutral Alternate Member of the PERB since 2020. He is also a labor arbitrator accepted as a member of the rosters maintained by the Federal Mediation & Conciliation Service and the Minnesota Bureau of Mediation Services.
Prior to retiring in 2017, Osthus was with Region 18 of the National Labor Relations Board for 40 years. During the last nine years of his tenure he was Regional Director, responsible for determining whether sufficient evidence existed to support issuance of complaints alleging that the National Labor Relations Act had been violated and for determining units appropriate for collective bargaining. While with Region 18, Osthus was a frequent participant in CLE programs, participated as a member in numerous national committees organized by various NLRB General Counsels to improve NLRB practices and procedures, and served on the planning committee for the annual Labor & Employment Law Institute. He also served as an adjunct professor at William Mitchell School of Law, where he taught labor law for three years. He was inducted into the College of Labor & Employment Law in 2014.
Osthus received his JD from Northwestern University’s School of Law and his undergraduate degree from St. Olaf College in Northfield, Minnesota.
