The Minnesota Public Employment Board (PERB) was created by the Legislature in 2014 to investigate, hear, and resolve unfair labor practice (ULP) charges and complaints in the public sector. Prior to creation of the PERB, parties pursuing or defending unfair labor practice charges in the public sector had to proceed in litigation in state district court. The PERB has ULP jurisdiction over the public sector, charitable hospitals and representation election challenge decisions of the Commissioner of the Minnesota Bureau of Mediation Services. The PERB had jurisdiction over ULPs between July 1, 2020 and June 30, 2021 and will again have jurisdiction for ULP charges on July 1, 2023.
Effective January 2, 2024, PERB has moved to 1021 Bandana Blvd. E, Suite 225, Saint Paul, MN 55108 and has a new fax number 651-539-0002.

Board
Our board is made up of six members, these are divided into two employer representatives, two employee representatives and two neutral representatives. Our board members are some of the most brilliant legal minds in the State of Minnesota, with unparalleled knowledge in Labor and Employment Law. Our employer and employee representatives are appointed by the Governor of Minnesota and our neutral representatives are elected by the Board. All of our board members are elected for a four-year term, with the current term ending in 2026.
