The Professional Educator Licensing and Standards Board (PELSB) is responsible for licensing teachers in Minnesota, establishing the state standards required to be a licensed teacher, approving the state’s teacher licensure programs, and overseeing teacher ethics cases. The PELSB Data Center provides a wealth of data about licensed educators, teacher preparation programs, teacher shortage areas, and trends in the teaching profession overtime.

The Tiered Licensure and Permissions Report on this page contains interactive data visuals. First published in 2019, PELSB produces this report annually, providing a summarization of trends within tiered licensure, educator demographics, teacher shortage areas, and detailed counts and percentages of licensure tiers and licensure content areas across districts and regions. Prior to 2026, this report was published in PDF format. These reports are still available on the Narrative Reports page.

To navigate within a PowerBI report, PELSB’s data team recommends using full-screen mode (select the arrows in the bottom right corner of the report).

Additionally, within PowerBI reports, the bottom bar includes page numbers with backwards and forward arrows. You can click on the these arrows to navigate to the previous or next page; you can also click on the numbers for a pop-up menu of all of the pages within the report for fast navigation.

Many of PELSB’s data reports include slicers to filter for items like licensure area, demographics, location, and more.
