For the 2023-24 school year, the Board suspends the enforcement of:
(1) Minnesota Rules 8710.0320, subpart 2, which require hiring districts to post a position on the statewide job board, EdPost, for 15 days prior to offering the position to a teacher who holds a Tier 2, Tier 3, or Tier 4 license in a different licensure area.
(2) Minnesota Rules 8710.0320, subpart 5, so that no OFPs issued during the 2023-24 school year will count against a teacher’s lifetime total of 5 OFPs.
(3) Minnesota Rules 8710.0326, subparts 1 and 4, which requires the teacher, who holds a lifetime substitute license, to replace a teacher on an approved leave in order to allow these retired teachers to also fill vacancies.
