New Draft of Proposed Changes Available

The Minnesota Professional Educator Licensing and Standards Board (PELSB) released its /pelsb/assets/4576%20Request%20for%20Comments_tcm1113-371298.pdfRequest for Comments regarding possible changes to the rules governing unit and program approval on February 11, 2019, triggering a comment period. At the same time, PELSB made a /pelsb/assets/4576%20Draft%20%282.04.2019%29_tcm1113-370847.pdffirst draft of possible changes available for review and public comment.
Since February 11, 2019, PELSB has received feedback in writing and in person regarding the unit and program rules in general, as well as specific comments relating to the first draft. The feedback was reviewed and many changes have been incorporated into a /pelsb/assets/4576%20Draft%20%284.08.2019%29_tcm1113-379250.pdfsecond draft, which is now available for review.
Please note, the changes incorporated into the second draft largely focus on the proposed requirements governing school partnerships, field experiences, and student teaching. PELSB will continue to review all feedback and consider additional changes to other requirements set forth in the proposed rule changes.

Comment Period Still Open
The comment period triggered by PELSB's Request for Comments will remain open until further notice is published in the State Register that PELSB intends to adopt a particular set of rules (this is called the "Notice of Intent to Adopt Rules").

Next Steps for this Rulemaking Project
Rulemaking involves several steps that are required by state law. The steps exist to ensure the public and stakeholders have several opportunities to provide input and feedback about the proposed changes.
For this particular rulemaking, PELSB will continue to review comments and assess additional cnages to the draft language over the next several weeks. Later this spring, PELSB staff hope to bring a draft of the proposed changes to the full board for review and approval, after which PELSB will publish its Notice of Intent to Adopt Rules in the State Register. This will trigger another comment period.
Once the final comment period closes, the proposed changes will be reviewed by an Administrative Law Judge as well as the Governor's office.
