Summer Licensing Updates

To facilitate processing licensure applications within the 30-day timeline required by statute, PELSB has adjusted public walk-in and phone hours through September 2, 2025.

Application materials can be dropped off in a secure drop box outside of PELSB's office Monday - Friday from 6:30am-6pm.

Emergency Short-Call Substitute License

The 2025 Legislative Session has authorized a new emergency short-call substitute license. The emergency short-call substitute license is a joint application between an applicant and a public school district or charter school, wherein the substitute teacher may serve in their assignment for no more than 10 consecutive school days.

The emergency short-call substitute application is a paper application only and can be found on the PELSB website page on Substitute Teaching Licenses. The emergency short-call substitute license is valid for three years.

To serve as an emergency short-call substitute, the candidate must:

  • Hold an associate's degree or equivalent and has had or will receive substitute training from the hiring school district or charter school; or,
  • Hold a minimum of a high school diploma, GED, or high school equivalency and has at least one academic year of employment as an Education Support Professional (ESP) or a paraprofessional in the hiring district.

The hiring district must pay the substitute rate of pay for their district, or the paraprofessional/ESP rate of pay, whichever is higher.

Clock Hours System Maintenance

The clock hours system will be disabled for maintenance from Friday, August 1st at 5pm through Monday, August 4th at 8am. Please plan accordingly.

OFPs in School Year 25-26

The Board resolution that waived Out-of-Field Permissions (OFP) from counting against a teacher's five in a lifetime total ended June 30, 2025. Any OFP issued for the 25-26 school year will count against the teacher's five in a lifetime total.

Approved Job Board

Effective July 1, 2024, MN School Jobs is PELSB's approved statewide job board. Districts and charter schools requesting a Tier 1 or OFP must post on MN School Jobs:

  • 15 days with an initial request.
  • 60 days with a renewal request.

Please refer to the OFP request form on the Special Permissions page of  the PELSB website for advertising exemptions. Job postings on other sites and job boards will not be accepted.
