2023 Legislative Updates: PELSB to Launch Short Call Substitute Pilot Program August 1

Eligibility

The following individuals are eligible to apply for short call substitute license under this pilot program:

  • individuals who hold an associate's degree in any field, or
  • educational support professionals (paraprofessionals) that hold a high school diploma, or equivalent, and have worked for at least one year for the hiring Minnesota public school district.

Application Requirements

All applicants must have a public school district willing to hire them as a short call substitute teacher. The applicant and school district will jointly apply for the pilot short call substitute license. As part of the application, the district will be required to verify, via attestation, the applicant has completed a district background check and the applicant will receive substitute teacher training.  

The pilot short call substitute license is valid until June 30, 2025. 

Application Process

Starting August 1, applicants/school districts will be able to apply for the pilot short call substitute teaching license using a paper application found on PELSB's website. Please check back closer to August 1 for application details.

Please note: PELSB is required to run a background check on all licensure applications. However, PELSB may process pilot short call substitute licenses with the background check pending. PELSB reserves the right to revoke the license based on the results of the PELSB background check.

Other PELSB Short Call Substitute Short Call Substitute Licenses  

Individuals who currently qualify for one of PELSB's other short call substitute licenses will not be eligible for the pilot short call substitute license. Applicants that meet requirements for the three-year short call substitute license, the CTE substitute license, or the lifetime substitute license should use the appropriate  application to apply for licensure. More information about PELSB's other substitute licenses and qualifications can be found on PELSB's website.  

CTE Short Call Substitute Licenses

Starting July 1, individuals who qualify using the Career and Technical Education (CTE) pathway for a short call substitute license will be issued a CTE specific short call substitute license. Eligibility requirements for a CTE short call substitute license include the individual to demonstrate one of the following:

  • Hold an associate's degree in a CTE related field, or
  • Hold a professional certification aligned to a CTE related field, or
  • Have five years of work experience aligned to a CTE related field

The CTE substitute license allows individuals to substitute teach in CTE classrooms only. Substitute teachers who have previously received a short call substitute license based on CTE qualifications will have their license updated in the coming months to reflect the CTE designation.
