Rulemaking Update: Third Draft of Proposed Changes to the Unit and Program Rules

Third Draft of Proposed Changes Available

A /pelsb/assets/4576%20Draft%20%285.08.2019%29_tcm1113-384111.pdfthird draft of the proposed changes to the unit and program rules is now available. Some key changes between the second and third drafts include:

  • Added a definition of "practicum"
  • Modified the "data sharing" requirement (see Standard 8)
  • Modified the qualifications for "cooperating teachers" (see Standard 10)
  • Modified the requirements for field experiences (see Standards 12-14)
  • Added a new requirement about maintaining candidate records (see Standard 17)
  • Modified the requirement that units provide certain information to candidates (see Standard 18)
  • Removed the requirement that the unit provided candidates with: (1) current education-related technology and (2) access to current research
  • Moved several standards into a new subpart called "Standards for unit and program oversight" (see Standards 29-31)
  • Clarified the process for when Board staff identify violations for recommending candidates for licensure
  • Added an implementation timeline

Next Steps

PELSB staff believe at least one more draft will be made available to the public before the proposed rule changes are presented to the full Board for approval.

After the Board approves the proposed changes, PELSB will publish a Notice of Intent to Adopt Rules in the State Register. This will begin another comment period.
