Licensed Psychologist (LP)
Minnesota Statutes, section 148.907, subd. 2
Requirements:
- A doctoral degree with a major in psychology from a regionally accredited educational institution meeting the standards the board has established by rule*
- Complete at least one full year or the equivalent in part time of postdoctoral supervised psychological employment (1,800 hours)
- Two qualified endorsers
- Pass the EPPP (National exam)
- Pass the Professional Responsibility Examination (PRE - State exam)
- If licensed in another jurisdiction, have no unresolved disciplinary action or complaints pending
(*): APA vs. Non-APA: If the degree is from an APA-accredited institution the educational requirements are considered to be met. Degrees from a non-APA institution must comply with all the requirements found in Minnesota Rules, part 7200.1300.

Reciprocity
Minnesota Statutes, section 148.915
Requirements:
- Submit a notarized application.
- At the time of application, is licensed, certified, or registered to practice psychology in another state or jurisdiction, and has been for at least two consecutive years immediately preceding the date of application.
- A doctoral degree in psychology, which formed the basis for current licensure in another state or jurisdiction.
- Have no pending complaints or active disciplinary or corrective actions in any jurisdiction.
- Pass the Professional Responsibility Examination (PRE – State exam)

Mobility
Minnesota Rules, part 7200.2035, subp. 2.
The educational requirements, the EPPP requirement, and the supervision requirement are considered met if the applicant submits:
- Acceptable evidence of certification as a current holder of the Certificate of Professional Qualification (CPQ) issued by the Association of State and Provincial Psychology Boards (ASPPB) or of a diplomate from the American Board of Professional Psychology (ABPP) or a health service provider in psychology (e.g. National Register.)
Note: An applicant seeking to qualify for licensure by mobility who is a graduate of a program that is not APA accredited and earned the degree after adoption of this rule (January 2013), shall meet the human diversity requirement of part 7200.1300, subpart 5, item A, subitem (1), unit (f).

Guest License (non-applicants)
Minnesota Statutes, section 148.916, subd. 1
Guest licensure is an option for a nonresident of the state of Minnesota, who is not seeking licensure in this state, and who has been issued a license, certificate, or registration by another jurisdiction to practice psychology at the doctoral level. If the provider intends to practice in Minnesota for more than 30 calendar days, the person must apply for guest licensure:
- The psychologist's practice in Minnesota is limited to no more than nine consecutive months per calendar year.
- Application under this section shall be made no less than 30 days prior to the expected date of practice in Minnesota.

Temporary Permit (licensure applicants)
Minnesota Statutes, section 148.916, subd. 1a
An applicant for licensure in this state, and who, at the time of application, is licensed, certified, or registered to practice psychology in another jurisdiction at the doctoral level may apply to the board for guest licensure in order to begin practicing psychology in this state while their application is being processed:
- The applicant must have no complaints, corrective, or disciplinary action pending in any jurisdiction.
- Application under this section shall be made no less than 30 days prior to the expected date of practice in this state, and must be made concurrently or after submission of an application for licensure as a licensed psychologist. Applications under this section are subject to approval by the board or its designee.
- A temporary permit is valid for one year from the date of issuance, or until the board has either issued a license or has denied the applicant's application for licensure, whichever is earlier. Guest licenses issued under this section may be renewed annually until the board has denied the applicant's application for licensure.

Volunteer
Minnesota Statutes, section 148.909, subd.1-3
Retired providers who are or were licensed, certified, or registered to practice psychology in any jurisdiction may apply to the board for licensure to practice psychology as a licensed psychologist-volunteer provided the applicant meets the following requirements and the requirements in subdivision 2:
- Is of good moral character and has no complaints or corrective or disciplinary action pending in any jurisdiction;
- if not currently licensed by the board, passes the most recent version of the PRE;
- An applicant who was formerly licensed by the board must meet the education, training, and experience requirements that were in place at the time of the original license.
- An applicant who was not formerly licensed by the board must meet the current requirements for licensure.
- A provider licensed under this section shall only provide psychological services on a pro bono basis and shall not receive a commission, rebate, or remuneration, directly or indirectly, except that a provider may accept reimbursement for reasonable expenses incurred due to the provision of volunteer psychological services.

(*):This fee covers Board admission to take the exam. There are additional fees for the exam application and for exam administration, these additional fees are paid to third parties.
