If you would like to make a complaint about a licensed teacher, you can verify the validity of a license using a first and last name search here on PELSB's License Lookup portal. The Ethics Department of PELSB only accepts complaints about licensed teachers.
If you would like to know more about alleged misconduct PELSB can address, please refer to our statues and teacher code of ethics prior to submitting a complaint: 122A.20, 214.10, and 8710.2100.
The complaint must be made in writing and include all the substantiating evidence you have. Please include the teachers full first and last name, as well as their license number. Please include memoranda, letters, investigative notes, photographs, video, emails, written reprimands, final disciplinary letters, and any other type of correspondence generated in response to all incidents that support your complaint. Please include your contact information including: name, address, email, and phone number. While we will not use your name during the investigation, it may become public during litigation if it comes to that. The Ethics Department does not accept anonymous complaints. Please submit your entire complaint in one singular submission electronically.

Once the Ethics Department receives a complaint, you will receive a consent form to sign and return to PELSB, as well as an explanation of the Ethics process. During the investigation, the Ethics Department will not be able to provide updates as that is confidential according to the Minnesota Government Data Practices Act. The length of an investigation depends on the facts and circumstances of the case. If there is final discipline or if a matter is closed without discipline, you will be notified.
The Ethics Department of PELSB does not have authority over administrative licenses (such as a principal or superintendent license).
