Respectful Workplace Policy

The State of Minnesota and the Office of the Foster Youth Ombudsperson (OOFY) are committed to providing a respectful workplace for our staff, contractors, partner agencies, and members of the public, including Advisory Board members, those submitting a concern or complaint, and all others who interact with our office. OOFY follows the State of Minnesota’s Respectful Workplace Policy.

Concerns, Complaints, or Grievances

This form should be used to share a concern or complaint related to OOFY staff, decisions, and behavior. Please note that this is not the form to be used to submit a concern about a foster youth’s rights or experiences.

People to Contact

Individuals are encouraged to informally resolve concerns whenever possible. If possible, the person with a concern should have a conversation with the other person involved.

If a direct approach is not possible or does not resolve the concern, staff or third parties are encouraged to speak with the Ombudsperson or Deputy Ombudsperson for assistance or guidance on how to resolve the situation.

If the concern is about the Ombudsperson, parties are encouraged to contact the Deputy Ombudsperson (hannah.planalp@state.mn.us) to determine options for resolution. If the concern is about the Deputy Ombudsperson, parties are encouraged to contact the Ombudsperson (misty.coonce@state.mn.us).

If the concern is about OOFY as an agency, parties are encouraged to contact the Office of the Legislative Auditor.

Investigatory Outcome

As with all allegations of misconduct, informal and formal processes related to this policy will be conducted in a timely, fair, and objective manner.

All concerns will be reviewed and addressed by the appropriate leadership. Concerns may be resolved through internal meetings with an individual, external meetings with the complainant, or other pathways. OOFY will always confirm receipt and review of a concern, but due to data practices and collective bargaining agreements, additional information may not be shared back with a person submitting a complaint.
